Total funding (single award) is $2.75 million. Virginia Tech has won a new $18 million, five-year grant from the U.S. Agency for International Development (USAID) for a research program that will work to raise the standard of living of people around the world through environmentally sound agricultural practices as part of Feed the Future, the U.S. Government’s global hunger and food security initiative. The Feed the Future Innovation Lab (formerly Collaborative Research Support Program) for Integrated Pest Management will conduct research and extension activities with farmers, counterpart universities, and host-country government research institutes to implement ecologically sustainable pest and disease control strategies. The predecessor programs to this new award have been led by Virginia Tech University for the past 21 years. USAID recently announced that Virginia Tech would once again lead the program, a move that represents a vote of confidence in the work that has been ongoing since 1993. The new program will have a strong foundation in areas such as sustainable intensification, ecological service provision, ecological research, and empowerment of women farmers.

The new Innovation Lab, managed by Virginia Tech’s Office of International Research, Education, and Development, will commit its core resources to Ethiopia, Kenya, and Tanzania in Africa and to Bangladesh, Burma, Cambodia, Nepal, and Vietnam in Asia.

The Asian arm of the program will include two main sub-programs: one focused on rice in Burma and Cambodia, and a second on horticultural crops in Cambodia, Bangladesh, Nepal, and Vietnam. The Nepal program will additionally address integrated pest management for grains and climate change impacts.

The projects in eastern Africa will focus on innovative crop protection research for increased production and preservation of high-priority Feed the Future staple crops like maize, wheat, and chickpea in Ethiopia; rice and maize in Tanzania; and high-value vegetables in Kenya and Tanzania. The program will also research and implement new strategies to control existing and emergent pest infestations in countries where farmers with limited resources are predicted to be heavily affected by climate variability.

Muniappan headshotDr. Rangaswamy (Muni) Muniappan is the Principal Investigator of the IPM Innovation Lab. As a world-renowned specialist in tropical economic entomology, biological control of insect pests and weeds, and integrated pest management, Muniappan has devoted his life’s work to improving conditions for farmers in the developing world. In his eight years at the helm of the IPM Innovation Lab, Muniappan has made considerable contributions: he initiated the development of crop-specific “packages”—easy-to-use sets of technical methods for a given crop; he developed partnerships with private sector organizations; he encouraged scaling up through the dissemination of information via a market systems approach as well as through national extension organizations and NGOs; and he actively worked to promote South-South partnerships for capacity building. His work on the papaya mealybug in India alone brought about economic benefits of well over $500 million, saving the livelihood of thousands of farmers. Not only has Muniappan contributed through program management and research, he has also served in management positions for international scientific bodies. As an honorary member of the International Organization for Biological Control (IOBC), he was instrumental in establishing the IOBC global working groups on Chromolaena in 1988 and on Parthenium in 2009. As chairman of the global working group on Chromolaena, he conducted international workshops in Africa, Asia and Australia from 1988 to 2006. Muniappan has co-written and edited two textbooks: Biological Control of Tropical Weeds Using Arthropods (2009), published by Cambridge University Press, and Arthropod Pests of Horticultural Crops in Tropical Asia (2012), by CABI . While managing the IPM Innovation Lab, Muniappan has mentored dozens of young scientists in developing countries, and continued his own research—making discoveries about invasive pests and publishing his findings. This research has made him a well-regarded scientist of international stature, called on by governments around the world to consult on invasive pests.Dr. Muniappan is an International Association for the Plant Protection Sciences (IAPPS) Governing Board Member and Region XIII Coordinator: North America.

 

Brhane image1Dr. Brhane Gebrekidan is the Africa Program Manager of the IPM Innovation Lab. He is also an IAPPS Governing Board Member and is Region V Coordinator: East Africa. Gebrekidan has over 40 years of Ethiopian, African, and global experience in agricultural research, education, technology transfer, and project management. A plant breeder, Gebrekidan has developed new varieties of sorghum and maize for different ecological zones across Ethiopia. Gebrekidan brings a wealth of experience in research, teaching, and management. He has taught courses in plant breeding, genetics, biometry, and cropping systems at the former Alemaya College of Agriculture at Addis Ababa University (now Haramaya University). He is a founding fellow, vice president, and board member of the Ethiopian Academy of Sciences. He has served as the founding editor of the Ethiopian Journal of Agricultural Sciences, as the chairman of the Agriculture Working Group of the Ethiopian Academy of Sciences, and as vice-chair of the Ethiopian Association of Agricultural Professionals. He is also vice-chair of the Professional Advisory Group of Colleges of Agriculture of Ethiopian Public Universities, and serves as an advisor to the Agricultural Transformation Agency of Ethiopia. Gebrekidan was director of the IPM CRSP from 1994 to 2002. He has also served as chief of party and senior research advisor for the USAID-funded Amhara Micro-enterprise development, Agricultural Research, Extension and Watershed Management (AMAREW) project based in Bahir Dar, Ethiopia. Gebrekidan’s other management experience includes stints as the associate program director of the International Sorghum and Millet CRSP (INTSORMIL), the Ethiopian national team leader and coordinator for sorghum and millet for International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), maize breeder and team leader for Eastern and Southern Africa under the International Maize and Wheat Improvement Center (CIMMYT), and Head of the Plant Sciences Department of Alemaya College of Agriculture at Addis Ababa University. As leader of both the Ethiopian and eastern and southern Africa regional sorghum/maize programs, he has worked closely for over two decades with the Ethiopian Institute for Agricultural Research and the other national research institutes in the region. Throughout his career, Gebrekidan has devoted himself to promoting good practices and policies in maize, sorghum, and millet improvement, and agricultural development in general.

Dr. E. A. “Short” Heinrichs is the Asia Program Manager of the IPM Innovation Lab. Heinrichs is a world-renowned specialist in rice entomology, host plant resistance to insects, and integrated pest management. He has had long experience in agricultural development programs in Asia, South America, and Africa, and has conducted collaborative research with national agricultural research systems in 36 countries. His experience with IPM is both broad and deep. He served as director of the IPM CRSP from 2002-2005, and has held IPM-related management positions with a number of international development organizations, serving as the interim coordinator of the Global IPM Facility of the Food and Agriculture Organization (FAO), heading up the entomology department for a decade at the International Rice Research Institute (IRRI), and serving for six years as entomologist at the Africa Rice Center in Côte d’Ivoire. He also served as the associate director of the USAID-funded Sorghum, Millet and Other Grains Collaborative Research Support Program (the INTSORMIL CRSP) for eight years. He has consulted on IPM with international agencies, including USAID, the World Bank, and the African Development Bank. Heinrichs has published about 300 peer-reviewed scientific articles and authored or co-authored ten books, including Biology and Management of Rice Insects (in Asia), published in 1994 by Wiley, and Rice-Feeding Insects and Selected Natural Enemies in West Africa, published in 2004 by IRRI with the West Africa Rice Development Association. In the teaching and research realm, Heinrichs has taught entomology at four universities in the United States and the Philippines. He developed the IRRI Rice IPM Training Program and has worked with farmer field schools in order to spread new agricultural techniques. Where appropriate materials weren’t available, he created his own, for example, at IRRI, co-authoring IRRI training modules and then working to implement them. Heinrichs is associate director emeritus and research professor in the department of entomology at the University of Nebraska and IAPPS Secretary General, a position he has held for eleven years.

Vietnamese farmers’ overuse of pesticide harms fertile soil

An expert commented the way of using plant protection chemicals is special, because there is no common rule to follow. Vietnamese farmers use chemicals and spray pesticide any time they think they have to do this.
“They don’t care how the pesticide overuse will affect plants, soil, water sources and humans, because they believe this is the management agencies’ and scientists’ business,” he noted.
The expert went on to say that Vietnam is leading the world in rice, coffee and tea exports, but it is also among the countries with a high use of pesticide.
He cited a recent report as saying that 85 percent of vegetable growers “use pesticide based on their own experience”, while 43 percent of them use pesticide with a concentration twice as much as recommended.
The report also said farmers spray pesticide any time when they discover insects and they sell vegetable products whenever they need money.
The unplanned use of pesticide has caused worrying problems. Up to 51.24 percent of vegetable samples have been found to have pesticide and heavy metal residues higher than the permitted levels.
A report by the Ministry of Health showed that there are 15-20 million people in the country regularly exposed to pesticides, and 70 percent of them show symptoms of poisoning. This is one of the 10 biggest causes of mortality at hospitals, and this is one of the reasons causing cancer.
The other surveys conducted by many agencies have also found alarming figures. Vietnam spends VND20-24 trillion every year on plant protection chemicals. It has to import 100 percent of active elements, 90 percent of additives and 50 percent of plant protection products, mostly from China.
According to the Plant Protection Agency, it discovered during a recent inspection tour that 0.6-0.8 percent of import consignments of plant protection chemicals could not meet the standards, which were then forced to be re-exported, and 3-10 percent of products made domestically could not satisfy the requirements.
There are 20,000 plant protection chemical sales agents throughout the country, but it is very difficult to control the quality of the products distributed by them.
Analysts noted that the benefits Vietnam gets are not adequate to the money it spends. Tuoi Tre quoted its source as saying that Vietnam spent $700 million on plant protection in 2013, while the money it gained from tea exports was just 1/3 of that amount.

University awarded $18 million to implement integrated pest management program in developing countries

“We’ve been forming partnerships, conducting research, and getting to know farmers all over the world for the past two decades,” said Rangaswamy “Muni” Muniappan, who has led the Innovation Lab since 2006. “Our work has shown great results, and we look forward to continuing the fight against hunger.”
The competitively-awarded program will address new and emerging pest problems that plague farmers in the developing world, as well as model and manage the spread of invasive species. Program scientists will also be investigating ways to preserve biodiversity and offset the impacts of climate change on agricultural pests and diseases.

As in all the previous phases of the program, U.S. researchers will strengthen and forge new partnerships with international colleagues and work directly with farmers. The core tenets will remain unchanged: The program will strive to reduce pesticide use, increase food production, improve health, and make a difference in the lives of poor people in developing countries all over the world.
“A small innovation in a farmer’s life can have a huge impact on their family and on succeeding generations,” said Muniappan.

In a village in India’s poorest state, Bihar, farmers are growing world record amounts of rice – with no GM, and no herbicide. Is this one solution to world food shortages?

Sumant Kumar was overjoyed when he harvested his rice last year. There had been good rains in his village of Darveshpura in north-east India and he knew he could improve on the four or five tonnes per hectare that he usually managed. But every stalk he cut on his paddy field near the bank of the Sakri river seemed to weigh heavier than usual, every grain of rice was bigger and when his crop was weighed on the old village scales, even Kumar was shocked.

This was not six or even 10 or 20 tonnes. Kumar, a shy young farmer in Nalanda district of India’s poorest state Bihar, had – using only farmyard manure and without any herbicides – grown an astonishing 22.4 tonnes of rice on one hectare of land. This was a world record and with rice the staple food of more than half the world’s population of seven billion, big news.

It beat not just the 19.4 tonnes achieved by the “father of rice”, the Chinese agricultural scientist Yuan Lon Ping, but the World Bank-funded scientists at the International Rice Research Institute in the Philippines, and anything achieved by the biggest European and American seed and GM companies. And it was not just Sumant Kumar. Krishna, Nitish, Sanjay and Bijay, his friends and rivals in Darveshpura, all recorded over 17 tonnes, and many others in the villages around claimed to have more than doubled their usual yields.

The villagers, at the mercy of erratic weather and used to going without food in bad years, celebrated. But the Bihar state agricultural universities didn’t believe them at first, while India’s leading rice scientists muttered about freak results. The Nalanda farmers were accused of cheating. Only when the state’s head of agriculture, a rice farmer himself, came to the village with his own men and personally verified Sumant’s crop, was the record confirmed.

The rhythm of Nalanda village life was shattered. Here bullocks still pull ploughs as they have always done, their dung is still dried on the walls of houses and used to cook food. Electricity has still not reached most people. Sumant became a local hero, mentioned in the Indian parliament and asked to attend conferences. The state’s chief minister came to Darveshpura to congratulate him, and the village was rewarded with electric power, a bank and a new concrete bridge.

That might have been the end of the story had Sumant’s friend Nitish not smashed the world record for growing potatoes six months later. Shortly after Ravindra Kumar, a small farmer from a nearby Bihari village, broke the Indian record for growing wheat. Darveshpura became known as India’s “miracle village”, Nalanda became famous and teams of scientists, development groups, farmers, civil servants and politicians all descended to discover its secret.

When I meet the young farmers, all in their early 30s, they still seem slightly dazed by their fame. They’ve become unlikely heroes in a state where nearly half the families live below the Indian poverty line and 93% of the 100 million population depend on growing rice and potatoes. Nitish Kumar speaks quietly of his success and says he is determined to improve on the record. “In previous years, farming has not been very profitable,” he says. “Now I realise that it can be. My whole life has changed. I can send my children to school and spend more on health. My income has increased a lot.”

What happened in Darveshpura has divided scientists and is exciting governments and development experts. Tests on the soil show it is particularly rich in silicon but the reason for the “super yields” is entirely down to a method of growing crops called System of Rice (or root) Intensification (SRI). It has dramatically increased yields with wheat, potatoes, sugar cane, yams, tomatoes, garlic, aubergine and many other crops and is being hailed as one of the most significant developments of the past 50 years for the world’s 500 million small-scale farmers and the two billion people who depend on them.

Instead of planting three-week-old rice seedlings in clumps of three or four in waterlogged fields, as rice farmers around the world traditionally do, the Darveshpura farmers carefully nurture only half as many seeds, and then transplant the young plants into fields, one by one, when much younger. Additionally, they space them at 25cm intervals in a grid pattern, keep the soil much drier and carefully weed around the plants to allow air to their roots. The premise that “less is more” was taught by Rajiv Kumar, a young Bihar state government extension worker who had been trained in turn by Anil Verma of a small Indian NGO called Pran (Preservation and
Proliferation of Rural Resources and Nature), which has introduced the SRI method to hundreds of villages in the past three years.

While the “green revolution” that averted Indian famine in the 1970s relied on improved crop varieties, expensive pesticides and chemical fertilisers, SRI appears to offer a long-term, sustainable future for no extra cost. With more than one in seven of the global population going hungry and demand for rice expected to outstrip supply within 20 years, it appears to offer real hope. Even a 30% increase in the yields of the world’s small farmers would go a long way to alleviating poverty.

“Farmers use less seeds, less water and less chemicals but they get more without having to invest more. This is revolutionary,” said Dr Surendra Chaurassa from Bihar’s agriculture ministry. “I did not believe it to start with, but now I think it can potentially change the way everyone farms. I would want every state to promote it. If we get 30-40% increase in yields, that is more than enough to recommend it.”

The results in Bihar have exceeded Chaurassa’s hopes. Sudama Mahto, an agriculture officer in Nalanda, says a small investment in training a few hundred people to teach SRI methods has resulted in a 45% increase in the region’s yields. Veerapandi Arumugam, the former agriculture minister of Tamil Nadu state, hailed the system as “revolutionising” farming.

SRI’s origins go back to the 1980s in Madagascar where Henri de Laulanie, a French Jesuit priest and agronomist, observed how villagers grew rice in the uplands. He developed the method but it was an American, professor Norman Uphoff, director of the International Institute for Food, Agriculture and Development at Cornell University, who was largely responsible for spreading the word about De Laulanie’s work.

Given $15m by an anonymous billionaire to research sustainable development, Uphoff went to Madagascar in 1983 and saw the success of SRI for himself: farmers whose previous yields averaged two tonnes per hectare were harvesting eight tonnes. In 1997 he started to actively promote SRI in Asia, where more than 600 million people are malnourished.

“It is a set of ideas, the absolute opposite to the first green revolution [of the 60s] which said that you had to change the genes and the soil nutrients to improve yields. That came at a tremendous ecological cost,” says Uphoff. “Agriculture in the 21st century must be practised differently. Land and water resources are becoming scarcer, of poorer quality, or less reliable. Climatic conditions are in many places more adverse. SRI offers millions of disadvantaged households far better opportunities. Nobody is benefiting from this except the farmers; there are no patents, royalties or licensing fees.”

For 40 years now, says Uphoff, science has been obsessed with improving seeds and using artificial fertilisers: “It’s been genes, genes, genes. There has never been talk of managing crops. Corporations say ‘we will breed you a better plant’ and breeders work hard to get 5-10% increase in yields. We have tried to make agriculture an industrial enterprise and have forgotten its biological roots.”

Not everyone agrees. Some scientists complain there is not enough peer-reviewed evidence around SRI and that it is impossible to get such returns. “SRI is a set of management practices and nothing else, many of which have been known for a long time and are best recommended practice,” says Achim Dobermann, deputy director for research at the International Rice Research Institute. “Scientifically speaking I don’t believe there is any miracle. When people independently have evaluated SRI principles then the result has usually been quite different from what has been reported on farm evaluations conducted by NGOs and others who are promoting it. Most scientists have had difficulty replicating the observations.”

Dominic Glover, a British researcher working with Wageningen University in the Netherlands, has spent years analysing the introduction of GM crops in developing countries. He is now following how SRI is being adopted in India and believes there has been a “turf war”.

“There are experts in their fields defending their knowledge,” he says. “But in many areas, growers have tried SRI methods and abandoned them. People are unwilling to investigate this. SRI is good for small farmers who rely on their own families for labour, but not necessarily for larger operations. Rather than any magical theory, it is good husbandry, skill and attention which results in the super yields. Clearly in certain circumstances, it is an efficient resource for farmers. But it is labour intensive and nobody has come up with the technology to transplant single seedlings yet.”

But some larger farmers in Bihar say it is not labour intensive and can actually reduce time spent in fields. “When a farmer does SRI the first time, yes it is more labour intensive,” says Santosh Kumar, who grows 15 hectares of rice and vegetables in Nalanda. “Then it gets easier and new innovations are taking place now.”

In its early days, SRI was dismissed or vilified by donors and scientists but in the past few years it has gained credibility. Uphoff estimates there are now 4-5 million farmers using SRI worldwide, with governments in China, India, Indonesia, Cambodia, Sri Lanka and Vietnam promoting it.

Sumant, Nitish and as many as 100,000 other SRI farmers in Bihar are now preparing their next rice crop. It’s back-breaking work transplanting the young rice shoots from the nursery beds to the paddy fields but buoyed by recognition and results, their confidence and optimism in the future is sky high.

Last month Nobel prize-winning economist Joseph Stiglitz visited Nalanda district and recognised the potential of this kind of organic farming, telling the villagers they were “better than scientists”. “It was amazing to see their success in organic farming,” said Stiglitz, who called for more research. “Agriculture scientists from across the world should visit and learn and be inspired by them.”

Bihar, from being India’s poorest state, is now at the centre of what is being called a “new green grassroots revolution” with farming villages, research groups and NGOs all beginning to experiment with different crops using SRI. The state will invest $50m in SRI next year but western governments and foundations are holding back, preferring to invest in hi-tech research. The agronomist Anil Verma does not understand why: “The farmers know SRI works, but help is needed to train them. We know it works differently in different soils but the principles are solid,” he says. “The biggest problem we have is that people want to do it but we do not have enough trainers.

“If any scientist or a company came up with a technology that almost guaranteed a 50% increase in yields at no extra cost they would get a Nobel prize. But when young Biharian farmers do that they get nothing. I only want to see the poor farmers have enough to eat.”

Inside 30 years Vietnam has gone from importing rice to becoming the world’s second largest rice exporter. Over-use of pesticides is damaging the environment, but farmers in the Mekong Delta say they’ve found a solution.

There is a hint of gold in the verdant rice fields that fill the horizon in Kien Giang province – a sign for the farmers here in the south west of Vietnam’s Mekong Delta that harvesting time is not far away. But along the paths between the paddies, known as bunds, there are also neat row of speckled color – yellow, orange and purple nectar flowers – that are not part of the typical pastoral scene here.
The floral borders are not for decoration though, they are part of an ecological engineering project aimed at encouraging the natural predators of harmful pests and thereby reducing the use of pesticides. In particular the project targets the brown planthopper, a winged insect which devastates rice crops across Asia by sucking the sap until the plants shrivel and die, causing discolored patches on the field known as hopper burn.

Nguyen Van Ray, a leathery-faced man in his 70s, and his wife Nguyen Thi Hai, grow just under half a hectare of rice in Trung Hoa village. Although they still use fungicide, the couple don’t spray pesticides any more.
“Before the project we used pesticides every week, 40 days after sowing we used the pesticide many times,” Ray says. “We applied it every week by hand. We would irrigate the fields then spray the pesticide at the base of the plant.”
It’s not surprising. The couple have bitter experience of brown planthoppers, they say.

The tiny brown planthopper can destroy rice crops in quick time. “In 2009 and 2010 we lost everything to hopper burn. We invested money in fertilizer, seed, labour and when there was hopper burn it destroyed the crop so we lost everything,” he says.

New projects sprouting up
Ray and Hai are among 45 families in Kien Giang province who have taken part in the ecological engineering project since 2011, run by the Southern Regional Plant Protection Centre and the International Rice Research Institute.
The concept was introduced in rice farming in China in 2008, and later on in Vietnam and Thailand. More recently, the Philippines also launched a project.

To kick-start the process rice farmers are initially given seedlings, which they plant on the bund and irrigate together with the rice plants. Although many of the nectar flowers die during the dry season, enough survive and go to seed for the next rice growing cycle.
When the flowers are in bloom, a planthopper predator – like the tiny parasitoid wasp for instance – then lives off the pollen and honey from the flowering plant. After living in the nectar flower on the bund, they fly to find the insect nest and then lay their eggs inside the eggs of the insect nest. Soon after that, the insect numbers generally die off.
So far, thanks to a publicity campaign involving billboards, leaflets and even a television series, more than 7,800 farmers now practice ecological engineering in Vietnam with demonstration sites being carried out in four provinces. According to the Southern Regional Plant Protection Centre, these farmers have “significantly reduced” pesticide use and no brown planthopper outbreaks have been reported from these sites since the project began.

When rice is big business
Following institutional and economic reforms in the 1980s, Vietnam has recently evolved from being a chronic rice importer to become the world’s second biggest rice exporter, after India. The Mekong Delta region produces around half of the country’s rice.
Like other countries in Asia, pesticide use has skyrocketed in recent decades too, propelled by aggressive marketing. Le Quang Cuong from the Southern Regional Plant Protection Centre, says that often when they are introducing farmers to the ecological engineering project in one village, in a neighboring village pesticide companies would be meeting residents to sell their products.
But, slowly the project is taking effect nonetheless. One reason farmers are moving away from pesticides and towards flowering plants is due to the cost benefits. Using pesticides costs about 800,000 dong (27.30 euros, $18.80) per hectare per season. Buying the seeds for the right flowers comes in at just a fraction of that price.
In December last year, the local plant protection center in An Giang province, bordering Cambodia, decided to expand the project to include vegetable farmers. Official Dang Thanh Phong says that expanding the project to include vegetable farms was an obvious choice.

“The pesticide usage level in vegetable growing is much higher than in rice production,” he told DW. “They spray once every three or four days.”
Farmer Huynh Ngoc Dien, one of the vegetable farmers taking part in the pilot stage of the ecological engineering project, says he’s reduced the amount of pesticide he sprays by 20 percent.
“When I grow nectar flowers I am not worried, but some people in our village still spray pesticides, people inside and outside the project,” he says. “It’s still the first time for them so they don’t know the benefits they can get if they just opt for flowers.”
